            This collection was accessioned in 1992.  It appears that it was substantially arranged into folders and document boxes according to the record groups as they appear in this survey.  The inventory was compiled by Mary Theresa Silvia Vermette, Ph.D. who was familiar with the Portuguese language.  The subject notes in this survey are hers.  The conservation and survey notes and information are those of Jalien Hollister, volunteer archivist.
The collection was examined for content, condition, number of items and any problems that will need to be dealt with when it is processed.
Some paper clips and staples were removed at the time of the inventory and a partial item count was made.  Plastic clips were used to hold associated items together.  A large number of staples remain.
Generally, the large amount of acidic paper and the photos attached to the documents by staples will necessarily need to be addressed.  There are some damaged items but the bulk of the collection is in relatively decent condition.

Extent:  150 document boxes equaling 60 linear feet.

Note: Political and Internal Affairs.  Boxes 1 – 4 contain the administrative records of the Portuguese Consulate in New Bedford, including correspondence with the Consul General in Boston, other Portuguese consulates in America, the Embassy, and the foreign Ministry in Lisbon; regarding activities of the Portuguese consular area of New Bedford.

Notes: Box 23.  Financial Records,  1921-1966.  Copies of cover letters accompanying the financial reports sent to Boston, the receipts from the Consul General and copies of the actual reports plus relevant correspondence with Boston and the Ministry of Foreign Affairs.  These documents have to do mostly with Consular fees.  762 items, all acidic.  Letter size box.

Box 32.  Military Records, 1881-1889.  Military papers in booklet form (6 ¾” x 4 ½”)   Except where noted, military documents are dated 20 years later than the birth date, when the young men were required to present themselves for military service.   Cloth covered bound booklets.  Some contain larger papers, some papers are acidic.  Box is too full. 51 booklets.  Legal size box.

Box 33.  Military Records, 1874-1881.  Military records in notebook form (12” x 8 ½”) .  Included are papers to which passports have been added, 1876-1887 and one youth organization membership (1896).  Cloth bound books.  Cloth is dirty and may have mildew; can be easily removed but has information on them.  Paper is ok.  21 books, about 15 pages each.  Legal size box.

Box 42.  Commerce and Trade,  1918-1966.  Correspondence with individuals, companies, and the Ministry of Foreign Affairs, regarding entities both in the consular area and in Portugal wishing to transact business with each other.  Generally acidic paper.  464 items.  Letter size box.

Box 43.  Commerce and Trade,  1920-1975.  Certificates of origin verifying the ownership of objects, particularly household goods, being sent to Portugal from this Consular area.  Generally acidic paper.  971 items.  Letter size box.

Ship’s Papers

 

Note: Boxes 44-48, Ship’s Papers, 1917-1933.  (A-B) Listed by first names of ships.  The papers include crew lists, outward foreign manifests (cargo), desertions, port sanitary statements, shipper’s export declarations, ship inspections, and much correspondence regarding insurance claims and property disputes.  The papers original both here and in Cape Verde.  In box 44 are signatures of individuals important to the whaling industry; Tilton, Neyland, (Bradford E. Jones); Cotinos, A.T. Edwards, Bartow, Jos. F. Edwards, H. Mandley, Jr. (Burkeland0, 01917-1940, 1959. A few acidic items. Needs a spacer, 305 items.  Legal size box.

Note: Box 49, Ship’s Papers, steam.  Principally crew lists & cargo manifests from the Azores and correspondence regarding crew members, with Boston and Portugal, as well as telegrams to and from Portugal.  Also included are documents concerning “charity” passengers, (passagens de caridade) from U.S. to Portugal.  In addition, there are maritime licenses, (cédulas maritimos), consular invoices for overseas cargos (by ship, ordinary mail, parcel post, railway expenses and air) and copies of assorted maritime regulations.

Notes:  Passports,  1895-1955.  Passports are arranged alphabetically by administrative district, then chronologically, within the following areas of Portugal: Azores, Madeira, Cape verde and continental Portugal.  They contain personal information such as a physical description, place of birth, marital status, and age.  From 1917 on, photographs of the individuals begin to appear on the documents.  The booklets date from 1912 and contain the same information, plus profession, destination, port of embarkation and in the majority of cases, the name of the ship.  From the 1919 on, the passports assume a more uniform character.  Booklets have been treated for mildew by the conservation department.

Note:  Boxes 51-58 contain large passport forms and are stored in 16”X20” boxes

Box 51.  Passports, 1902-1910.  Reino, Ponta Delgado, Funchal, Cabo Verde.  The paper is in fragile condition.  Most items need support due to tears where previously folded.

Box 57.  Passports, 1911-1920.  Funchal, Madeira.  Folder 1 contains fragile paper, and 1 or 2 damaged papers.  Folder 2 has fragile torn papers, some damaged.  The folders are too full.  There are rusted brads.  Folder 3 has very fragile, damaged paper.  Folder 4 is in better condition, with some fragile pieces.

Box 58.  Passports, 1911-1928.  Cabo Verde, Ultramar. Folders 1 & 2 contain very fragile papers.  Folder 3 has smaller format items and therefore in better overall condition, with some damage.  Contains a folder with fragments of documents.

Survey Note:  the large passports were folded at one time and are worn through at the folds.  It seemed better to estimate their numbers rather than handle them without enough support.  They may also have been damaged by water or food.  Most of the papers need to have a light cleaning with a cloth.  There are remaining brads that need to be removed.  The folders  need to be made of heavier stock with fewer items per folder.

Box 59.  Passports, 1912-1953. (A – L)  Mostly booklets with some paper and fragile.  Treated.  152 items.  Legal size box.

Box 61.  Passports, 1920-1965.  Passport booklets originated in New Bedford, other U.S. cities and other countries.  Paper is ok.  Untreated? 46 items.  .5 Legal box size.

Note: Box 62.  Passports,   1918-1929.  Passports are arranged alphabetically by administrative district, then chronologically within the following areas of Portugal:  Continent, Azores, Madeira.  They contain all the information listed for the previous passports plus additional relevant documents, such as “Certificados de Inscriçào”; receipts for fees from American consuls (American Consular service).  Military license to emigrate (Titulo de Licença militias), health inspection card (Fabre Line); a “passaporte de emigrante”; green cards, declarations of aliens about to depart for the U.S.; “Gente” of payment for deferment; military inspection certificate (Cédula de Inspeçãs); personal letter, Febre Line ticket receipt; passenger list ticket with number and health card (Fabre Line) with an identification card (bilhete de identidade).  Also included are copies of authorizations made by the male relatives of authority for women and children to travel to and from Portugal.

Box 62.  Passports,  1918-1929  There are documents, not booklets.  The paper is ok.  A few acidic items. 223 items.  Legal size box.

Note: Box 63.  Passport receipts, 1917-1939.  Some are bound, most are loose.  They contain the following information: name, parents’ names, birthplace, residence, identification number, age, physical characteristics, and signature (of those who could write); date of issue.  Photographs are on the majority of those dating from Jan. 1919.  As much as possible, they have been arranged according to fiscal year order (July 2 – June 30).  A few indicate the names of the ships taken, green cards and birth certificates.  In many cases, the years are incomplete.  1917-1939

Note:  There are occasional inserts.  The staples used to bind the books and attach some photos have rusted.  The book covers appear acidic.  Where there are no covers, the exposed pages are damaged.  The photos create uneven bulk to the pages causing the folder to bend.

Note: Passports  - “Inscrição as Passaportes de Viajante”  Civilian registration documents used as “travel” passports.  They contain date and place of birth, parentage, marital status, profession, and destination.  They are alphabetically arranged, then chronologically according to district, the areas of Portugal: continent, Azores, Madeira & Cape Verde.  1919-1925

Note:  Guias as “travel” passports.  All are from Cape Verde.  They contain a physical description, the name of the municipality issuing the document.  They certify the authenticity of the bearers nationality and birth pace and indicate that they are leaving the island and in many cases the destination.  In many cases they indicate parentage.  A good number are for crew members on boat packet ships and steamers between Cape Verde and the U.S.  some are accompanied by maritime licenses (cédulas maritimos).  They seek “safe” passage for these bearers.  In some cases the name of the ship is indicated.  A few are totally in MS FORM.  Several have photos from 1916 on.

Note:  Passaportes de viajante.  Travel passports issued in New Bedford, and several other cities in the U.S. as well as in Lisbon (diplomatic) & several other foreign consulates.  They contain a physical description, place of birth, age, marital status, profession, parentage, destination & point of departure, and photos.  Not every passport contains all these items.  They vary greatly; almost a “safe conduct” pass.  The Lisbon items are in French and seem to be diplomatic passports.  The Norwegian is also in French and also Chile.  Most have photos.  A few are in MS form.  All of 1917 is typed. 1915-1934

Note: box 92-102. Travel Passports, 1939-1945.  Copies of passports issued in New Bedford to visit Portugal principally, and Brazil.  They contain a description, age, place of birth, destination, profession, photos, signature, and in a few cases, authorization to travel.

Applications and confirmations of U.S. citizens wishing to travel to Portugal.  They include name, address, citizenship, marital status, physical description, parentage, place of birth, date of birth; if immigrant, date of arrival, part of disembarkation, name of ship and destination in Portugal.  Not all these items are listed for every person.  Many have dates of departure and carriers listed.  The visa forms were prepared by the various travel agencies.  Some were extensive in the information requested.  Some give the minimum of name, residence and destination.

In regard to the then Overseas Territories of Cape Verde Islands, Angola and Mozambique, visas were requested directly from the Ministry of Foreign Affairs.

            Charity passengers (Passagens de Caridade) Documents and correspondence regarding the repatrition of Portuguese citizens underwritten by Portugal and referred to as “Passagens de Caridade”.  There are included correspondence between the Consul and the Consul General in boston, the shipping lines (principally the Fabre Line and the T.M.E. “Transportes Maritimos do Estado”), local bankers and businessmen certifyhing the indigent condition of the applicants, and physicians recommending their repatriation due to ill health.  There are also two tickets on the Febre line, one accompanied by the passport (1920), copies of regulations concerning the repatriatioin of Portuguese citizens, and indication of shipping agents in the U.S. and Portugal, and newspaper clippings re: repatriation (1932). (1920 – 1963).

Note: boxes 147-149.  Oath of Portuguese Aliens.  A declaration of citizenship for Portuguese aliens.  It lists name, residence, date of birth, parents, last foreign address, and date of arrival.  In addition to declaring that the individual is a Portuguese citizen, it also states that he has never declared his intention to come an American citizen.  In most cases the date is given by a stamp.  The document must have signed witnesses.  Some are signed.
